Central Province Management Service Officer Exam 2026

The Central Provincial Public Service Commission has announced the Open Competitive Examination for Recruitment to Grade III of the Central Provincial Management Service Officers Service – 2026.

According to the official examination notification, the competitive examination is expected to be conducted by the Commissioner General of Examinations in December 2026. Candidates who satisfy the required qualifications will be selected based on the written examination results, order of merit and the applicable district population ratio.

A total of 242 vacancies are expected to be filled through this recruitment. Selected candidates may be required to serve at any workplace within the Central Province.

Number of MSO Vacancies

The official Gazette states that the expected number of vacancies to be filled through this competitive examination is 242. However, the exact number of appointments and the effective date of appointment will be determined by the Central Provincial Public Service Commission.

Recruitment will give priority to filling vacancies in Ministries, Departments and Local Authorities under the Central Provincial Council where a comparatively high percentage of vacancies exists.

Salary for Central Province Management Service Officer

The position carries the salary code MN 02-2025 under Public Administration Circular No. 10/2025. The applicable salary scale ranges from Rs. 48,470 to Rs. 82,800 according to the official examination notification.

Candidates selected for appointment will become entitled to the stated salary scale from 01 January 2027, subject to the applicable salary provisions.

The post is stated to be permanent and pensionable, subject to any future Government policy decisions concerning the pension scheme.

Qualifications Required

Applicants should carefully check all eligibility requirements before submitting the online application. All required qualifications must have been completed on or before 16 October 2026.

Age Limit

Applicants must be not less than 18 years and not more than 30 years as at 16 October 2026.

G.C.E. Ordinary Level Qualification

Applicants should have passed the G.C.E. Ordinary Level Examination in six subjects at one sitting, with credit passes for at least four subjects, including:

• Language – Sinhala, Tamil or English applicable to the examination medium
• Mathematics

An equivalent examination recognized by the Commissioner General of Examinations may also be accepted subject to the conditions stated in the official Gazette.

G.C.E. Advanced Level Qualification

Applicants should have passed all subjects of the G.C.E. Advanced Level Examination at one sitting, excluding the Common General Test.

Under the old syllabus, passing three subjects at one sitting is sufficient, subject to the conditions in the official examination notification.

Central Province District Eligibility

Selection is carried out on a representative basis using the district population ratio. Applicants must select the district from which they are eligible to compete when completing the online application.

To compete for vacancies allocated to a particular district, an applicant must have been permanently resident in that district for at least three continuous years within the five years immediately preceding the relevant closing date.

Applicants may compete for vacancies in only one district. Once the district has been selected in the online application, it cannot subsequently be changed.

Examination Structure

The examination will be conducted in Sinhala, Tamil and English. Applicants must select one examination medium and answer all papers in the selected medium.

Language Proficiency Paper

The Language Proficiency paper is designed to test areas including expression of ideas, comprehension, spelling, language usage, essay writing, letter drafting, preparation of graphs using supplied data, summarising passages, sentence construction and simple grammar.

Aptitude Paper

The Aptitude paper is designed to assess numerical ability, critical reasoning and general intelligence. According to the Gazette, it consists of 50 multiple-choice and short-answer questions.

Minimum Pass Marks

Meeting the minimum pass marks alone does not automatically guarantee an appointment. Selection is based on the applicable number of vacancies, district allocation and order of merit.

Examination Fee

The full examination fee must be paid through a payment method made available by the Department of Examinations online system.

The examination fee is generally non-refundable and cannot be transferred to another examination. Applicants should carefully follow the payment instructions displayed by the online application system.

Important Note About the 2026 MSO Examination

Appointment Conditions

Candidates selected for appointment should be prepared to serve at any workplace within the Central Province.

A selected officer is normally required to serve at the first appointed service station for a minimum period of five years, subject to the powers and decisions of the Central Provincial Public Service Commission.

The appointment is subject to a three-year probation period. Recruited officers are also required to pass the applicable first Efficiency Bar Examination within the period specified in the service minute.
