1. Deputy Commissioner of Welfare Benefits – Finance Management
Number of Vacancies: 02
Grade: MM-1-3
Qualifications – External Candidates
Applicants should possess a degree in Accountancy, Finance Management, Commerce, Business Studies or another degree relevant to the subject area of the post recognized by the University Grants Commission, together with a minimum of four years post-qualifying experience in the relevant field after obtaining the first degree.
Alternatively, applicants who have passed the Intermediate Examination of a recognized professional Chartered Institute relevant to the post should have at least four years of relevant post-qualifying experience.
Internal Candidates
Internal applicants may possess the qualifications required for external applicants, or have completed a minimum of three years of satisfactory service in an MM1-1 category post in a subject area relevant to the position.
Salary Scale: Rs. 96,650 – 10 × 2,480 – 15 × 3,450 – Rs. 173,200
Basic Salary Step: Rs. 85,896
Government-approved allowances and communication facilities are also applicable according to relevant Treasury circulars.
Main Duties – Deputy Commissioner
- Making arrangements for welfare-benefit allowance payments to eligible beneficiaries.
- Handling payments relating to Kidney Support, Elderly Allowance and Disability Allowance recipients.
- Preparing monthly payment reports and following up on beneficiary payments.
- Handling requests relating to bank account transfers.
- Investigating reported cases involving benefits obtained by concealing information.
- Taking necessary action regarding recovery of benefits received fraudulently.
- Coordinating with banks, District Secretariats and Divisional Secretariats.
- Presenting annual financial-management statistics to the Board of Directors.
- Conducting procurement activities when required.
2. Assistant Commissioner of Welfare – Communication

Qualifications
Applicants should possess a degree in Mass Communication, Marketing, Project Management, Business Administration or another degree relevant to the subject area of the position recognized by the University Grants Commission.
Applicants should also have at least one year of post-qualifying experience in a field relevant to the post after obtaining the first degree.
Salary Scale: Rs. 91,690 – 10 × 2,480 – 15 × 3,450 – Rs. 168,240
Basic Salary Step: Rs. 81,710
Main Duties – Assistant Commissioner
- Coordinating with relevant government officials regarding information required for welfare programmes.
- Creating public and beneficiary awareness programmes.
- Preparing and publicizing audio, video and print media programmes.
- Preparing reports relating to the Aswesuma programme and disseminating information to the public.
- Informing beneficiaries, government officials, journalists and social media regarding programme changes.
- Developing and implementing innovative institutional communication strategies.
3. Internal Auditor Vacancy 2026

Grade: MM-1-1
Qualifications
Applicants should possess a degree in Accountancy, Finance Management, Commerce, Business Studies or another degree relevant to the post recognized by the University Grants Commission, together with at least one year of relevant post-qualifying experience.

Internal Auditor – Main Duties
- Checking compliance with financial regulations, establishment codes, guidelines and circulars.
- Preparing the annual internal audit plan.
- Conducting audit and management committee meetings.
- Submitting audit and preliminary evaluation reports.
- Reviewing Accounts Department activities and related accounts.
- Evaluating the effectiveness of internal audits and internal controls.
- Checking the accuracy of financial records.
- Checking the security of government property and assets.
- Assisting officials during Auditor General's Department inspections.
Age Limit
Applicants for the Deputy Commissioner, Assistant Commissioner and Internal Auditor posts should be not less than 22 years and not more than 45 years of age. The upper age limit does not apply to internal candidates.
Employment Conditions
- Appointments will be made according to merit at the interview.
- The advertised positions are permanent.
- A probationary period of three years applies before confirmation.
- Employees contribute 8% of salary to the Employees' Provident Fund (EPF).
- The Welfare Benefits Board contributes 12% towards EPF.
- A further 3% contribution to the Employees' Trust Fund (ETF) is made by the Welfare Benefits Board.
