Applications are invited from eligible Sri Lankan citizens for the post of Management Assistant – Finance attached to the Primary Healthcare System Enhancing Project (PHSEP) under the Ministry of Health & Mass Media.

PHSEP is a World Bank-funded project designed to improve access to and the quality of primary healthcare services across Sri Lanka. Candidates who meet the required educational, experience and other eligibility criteria can submit their applications before the closing date.

Educational Qualifications

External Applicants

• Passed three subjects at G.C.E. Advanced Level.
• Passed six subjects at G.C.E. Ordinary Level in one sitting.
• Must have at least four Credit passes, including Sinhala/Tamil, English and Mathematics.
• Applicants possessing a B.Sc. Degree will be preferred.

Internal Applicants – Government Service

• Should possess the required G.C.E. O/L and A/L qualifications.
• Minimum five years of satisfactory service in a permanent post.
• Recommendation of the Head of Department is required.
• Applicants possessing a B.Sc. Degree will be preferred.

Experience

Applicants with a minimum of two years of experience in areas such as office accounts, administration, procurement, project administration or a related field will be preferred.

Experience in Government or donor-funded projects will be considered an added advantage.

Other Requirements

• Computer literacy, including MS Office.
• Knowledge of general IT applications.
• Good communication skills in Sinhala/Tamil and English.
• Ability to work effectively as part of a team.
• Good character and physical and mental fitness.
• Hands-on experience using computerized accounting packages will be an added advantage.
• Experience working in a foreign-funded project will be an added advantage.

Employment Period

The appointment will initially be made on a one-year contract. The contract may be extended annually based on satisfactory performance and project requirements, subject to the duration of the project. The appointment does not provide entitlement to permanent status in the Public Service.

Salary and Remuneration

Remuneration and other applicable terms and conditions will be determined according to Management Services Circular No. 02/2026, Paragraph 3.2.3 dated 28 March 2026, as stated in the vacancy notice.
