Chief Engineer
People’s Bank, one of Sri Lanka’s leading banks, is looking for a talented and dynamic individual to fill the post of Chief Engineer.
Job Overview
The Chief Engineer will be responsible for design preparation, tender documentation, BOQ, specifications, contract conditions, cost estimation, tender evaluation, work measurements, construction progress monitoring, consultant and contractor coordination, payment recommendation, and approval-related memorandums for major and medium-scale construction and renovation projects undertaken by the Bank.
Key Responsibilities
- Prepare designs, tender documents, BOQ, specifications, contract conditions, and cost estimates.
- Conduct tender evaluation and make recommendations.
- Measure completed works and recommend payments.
- Check procurement documents and engineer’s estimates prepared by project consultants.
- Check bid evaluation reports.
- Attend bid evaluation committees (BEC) and procurement committees (PC).
- Monitor ongoing construction progress.
- Check progress bills of contractors and consultants and recommend payments.
- Coordinate with consultants, contractors, and local authorities to achieve targets.
- Prepare memorandums for approvals for major/medium construction projects.
- Carry out other official duties assigned by the Bank.
- Follow all rules and regulations imposed by the Bank.
Qualifications
Required
- Citizen of Sri Lanka.
- BSc Degree in Civil Engineering (full-time degree, not a top-up degree).
- Degree must be from a University or Institute recognized by the University Grants Commission of Sri Lanka.
- Fully qualified Chartered Engineer.
Preferred / Additional
- MSc related to Construction Project Management / Dispute Resolution.
- Project management studies.
- Experience in banking sector construction projects.
- Experience in high-rise building construction.
- Procurement knowledge.
Experience
- Minimum 4 to 5 years’ post-qualifying experience in designing and construction related to building projects.
- Knowledge of civil engineering specifications, contract conditions, standard method of measurements, civil engineering designs, and interior works.
- Knowledge of project planning and progress monitoring methods.
- Experience in building construction after completing the degree programme.
- Sound knowledge of software including AutoCAD and project management software.
- Knowledge of government procurement methods and bidding procedures.
- Knowledge of procurement of works and consultancy services.
Selection Method
Shortlisted applicants based on qualifications and experience will be called for an interview. Appointment will be on a contract basis and performance will be evaluated annually.
Conditions of Employment
This position in the non-banking stream is equivalent to the grade of Chief Manager (Grade I) in the main-banking stream. The selected candidate should be willing to work beyond regular office hours when needed and travel to outstation construction sites for inspections and monitoring.
