About the Vacancy
The Ministry of Health and Mass Media has re-invited applications for recruitment to the post of Additional Secretary (Public Health Services).
The earlier recruitment notice issued under General Circular No. 02-163/2025 dated 15 October 2025 was cancelled on 10 February 2026. Applications are now invited again from qualified officers under the applicable provisions of the Sri Lanka Medical Service Minute.
Minimum Qualifications
Applicants must be in active service on the closing date and must belong to at least one of the following categories:
- A Medical Officer holding a post in the Senior Medical Administrative Grade of the Sri Lanka Medical Service.
- A Medical Officer holding a post in the Deputy Director General Grade of the Sri Lanka Medical Service.
- A Dental Surgeon holding a post in the applicable senior grade stated in the official circular.
Salary Scale
Salary Category: SL-03-2025
Salary Scale: Rs. 156,000 – 12 × Rs. 4,850 – Rs. 214,200
Starting Salary: Rs. 156,000
Officers in the Medical Administrative Grade who possess the required postgraduate qualifications will also receive a Medical Administrative Allowance of Rs. 6,000 per month.
Terms and Conditions
- The selected Medical Officer will be subject to the conditions stated in the official circular and relevant service minutes.
- The officer appointed to the post will not be entitled to engage in private medical practice.
- Public Service Commission procedural rules and the Sri Lanka Medical Service Minute will apply.
Selection Method
The existing vacancy will be filled through a structured interview based on a marking scheme approved by the Public Service Commission. The interview carries a total of 100 marks.

Educational Qualification Marks
- MD in Medical Administration or Community Medicine with Board Certification – 10 marks.
- MD in Medical Administration or Community Medicine without Board Certification – 5 marks.
Special Projects
Applicants may submit a maximum of eight relevant completed projects. A maximum of five projects may receive marks, with three marks available for each project, up to a total of 15 marks.
Projects must have been completed on or before the application closing date. Supporting evidence from the relevant competent authority or supervising officer should be produced at the interview.

- Decision-making and analytical skills – 2 marks
