TIN Certificate Compulsory from November 1, 2026

The Inland Revenue Department of Sri Lanka has announced that individuals carrying out certain important transactions will be required to submit a valid Taxpayer Identification Number Certificate – TIN Certificate from 1 November 2026.

The requirement relates to provisions introduced under the Inland Revenue (Amendment) Act, No. 11 of 2026.

Anyone planning to carry out one of the specified transactions is therefore advised to obtain a TIN in advance if they have not already registered with the Inland Revenue Department.

Transactions Requiring a TIN Certificate

  • Opening an account at a bank or other financial institution
  • Obtaining approval for a building plan
  • Registering a motor vehicle
  • Renewing a motor vehicle licence
  • Registering land or title to land
  • Registering a business
  • Transferring shares of a company incorporated in Sri Lanka
  • Obtaining a credit card

For a transfer of shares in a Sri Lankan incorporated company, the TIN requirement applies to both the transferor and transferee.

What is a TIN?

TIN means Taxpayer Identification Number. It is a unique identification number issued by the Inland Revenue Department to identify a registered taxpayer or person.

Important: Obtaining a TIN does not automatically mean that a person must pay income tax. TIN registration and liability to pay a particular tax are separate matters and depend on the applicable tax laws and individual circumstances.

Who Must Obtain a TIN?

TIN registration is mandatory for resident individuals who were 18 years of age or older as at 31 December 2023, as well as resident individuals who reach the age of 18 on or after 1 January 2024, subject to the applicable Inland Revenue law.

Companies incorporated or registered in Sri Lanka are also required to register with the Commissioner-General within the period prescribed by law.

How to Apply for TIN Online

TIN registration can be completed through the official Inland Revenue Department e-Services facility.

Step-by-Step Application Process

  1. Open the official Inland Revenue Department TIN registration service.
  2. Select the appropriate taxpayer registration category.
  3. For an individual applicant, select the applicable individual registration option.
  4. Enter your full name and personal details correctly.
  5. Enter your National Identity Card (NIC) information.
  6. Enter your residential and contact details.
  7. Provide a valid mobile telephone number and email address.
  8. Upload the supporting documents requested by the system.
  9. Check all information carefully.
  10. Submit the application.

Already Have a TIN?

TIN and PIN Are Not the Same

A TIN is your Taxpayer Identification Number.

A PIN is a Personal Identification Number used to access applicable IRD online services.

According to the IRD e-Services guidance, a taxpayer requires a TIN and PIN to log in and use relevant online services.

TIN යනු කුමක්ද?
