Management Service Officer Vacancies 2026
The Government Gazette dated 28 August 2026 contains separate notices for recruitment to Grade III of the Management Service Officers' Service through an Open Competitive Examination and a Limited Competitive Examination. The Open examination is intended for applicants meeting the general public recruitment requirements, while the Limited examination is for eligible permanent public officers who satisfy the service conditions in the Gazette.
MSO Open Competitive Examination 2026
For candidates who meet the age, citizenship, O/L, A/L, district and other recruitment requirements stated in the official Gazette.
MSO Limited Competitive Examination 2026
For eligible permanent public officers who satisfy the relevant salary-code, service, educational and disciplinary requirements in the Gazette.

Basic Eligibility
Educational Qualifications
Pass six subjects in one sitting with credit passes in four subjects, including the relevant language and Mathematics, according to the official Gazette requirements.
Pass all subjects in one sitting at the G.C.E. Advanced Level Examination, excluding the General Common Test and General English.
District-Based Recruitment
Recruitment under the Open Competitive Examination is based on the provisions relating to district population ratios and merit. Candidates must select the relevant district when submitting the online application.
- Birth in the relevant district;
- Specified permanent-residence requirements; or
- Specified secondary-school education in the district.
MSO Limited Competitive Examination 2026
Main Eligibility Requirements
- Must hold a permanent appointment in the Public Service and be confirmed in that appointment.
- Must belong to the eligible PL category or MN 1-2025 salary-code categories specified in the Gazette.
- Must generally have completed at least five years of active and satisfactory permanent service by the closing date.
- Must satisfy the educational requirements given in the official notice.
- Must satisfy the relevant disciplinary and service conditions.
- All required qualifications must be completed by 25 September 2026.
Management Service Officer Grade III Salary
Salary code: MN 2-2025. The Gazette states that entitlement under this salary scale applies from 01 January 2027, subject to applicable transitional salary provisions and government rules.

Examination Medium
The examinations are conducted in Sinhala, Tamil and English. Applicants must select one medium and answer all papers in the same medium. The selected examination medium cannot normally be changed after submission.
