MSO Grade III Open & Limited Exam 2026 – Online Application, Gazette, Qualifications & Closing Date

Applications are now invited for the Open Competitive Examination and Limited Competitive Examination for Recruitment to Grade III of the Management Service Officers' Service (MSO) – 2026 in Sri Lanka. The examinations are conducted by the Department of Examinations on behalf of the Ministry of Public Administration, Provincial Councils and Local Government. Eligible candidates can submit applications online from 31 August 2026. MSO Open Exam 2026 – Qualifications

Applicants applying for the Open Competitive Examination must satisfy all required qualifications on or before 25 September 2026.

General Qualifications

• Applicant must be a citizen of Sri Lanka.
• Applicant must possess an excellent character.
• Applicant must possess adequate physical and mental fitness to perform the duties of the post.
• Applicant must be capable of serving in any part of Sri Lanka.
• All required qualifications must be completed by 25 September 2026.

G.C.E. Ordinary Level Qualification

Applicants must have passed the G.C.E. Ordinary Level Examination in six subjects at one sitting, with Credit Passes in four subjects.

The Credit Passes must include:

• Language – Sinhala, Tamil or English, as applicable to the examination medium; and
• Mathematics.

The relevant Gazette provisions concerning the language subject should be checked carefully before submitting the application.

G.C.E. Advanced Level Qualification

Candidates must have passed all subjects at the G.C.E. Advanced Level Examination in one sitting, excluding the Common General Test and General English.

Equivalent local or foreign educational qualifications may be considered subject to confirmation and acceptance by the relevant authorities mentioned in the Gazette.

MSO Open Exam Age Limit

The age limit is calculated as at 25 September 2026. According to the Gazette, applicants should have been born on or before 25 September 2008 and on or after 25 September 1996.

MSO Limited Exam 2026 – Qualifications

The qualifications for the Limited Competitive Examination are different from those for the Open Examination.

• Applicants must hold a permanent appointment in the Public Service and must have been confirmed in that appointment.
• Applicants must fall within the relevant Primary Level PL salary codes or MN 1-2025 salary code categories described in the Gazette.
• Applicants must have completed at least five years of active and satisfactory service in a permanent appointment by the application closing date.
• Applicants must satisfy the disciplinary conditions stated in the official notice.
• Applicants must possess the required educational qualifications.
• Applicants must possess excellent character and adequate physical and mental fitness.
• Applicants should be prepared to serve in any part of Sri Lanka.

Limited Exam Educational Qualification

Applicants should have passed at least six subjects at the G.C.E. Ordinary Level Examination in not more than two sittings, including the required Language/Literature and Mathematics requirements, with at least two Credit Passes, subject to the complete conditions in the official Gazette.

Limited Exam Age

The Limited Competitive Examination is primarily based on public service status, confirmation in appointment, salary category, required service period, educational qualifications and the other eligibility requirements contained in the Limited Examination Gazette. Applicants should therefore check the Limited Gazette instead of applying the Open Examination's 18–30 age requirement to the Limited category.

MSO Grade III Salary

The salary scale applicable to Grade III of the Management Service Officers' Service is under MN 2-2025 in accordance with Public Administration Circular No. 10/2025.

The Gazette states that candidates selected for appointment will become entitled to the relevant salary scale from 1 January 2027, subject to the salary payment provisions contained in the applicable circular. Other allowances payable to government officers may also apply according to government rules.

MSO Exam Fee 2026

The examination fee for both the Open Competitive Examination and Limited Competitive Examination is Rs. 600.

Applicants must pay the examination fee through the payment facilities available in the online application system.

Applicants should make sure the correct examination fee is paid. Fees paid for the examination are not refundable or transferable to another examination under the conditions stated in the Gazette.

MSO Open Exam Structure

Language Ability

The Language Ability paper evaluates areas such as expression of ideas, comprehension, spelling, language and composition, drafting a given letter, preparing charts or tables using supplied information, summarising passages and the use of basic grammar.

Aptitude

The Aptitude paper is designed to assess numerical ability, reasoning ability and general intelligence. It contains multiple-choice and short-answer questions.

Candidates must obtain at least 40% in each subject and at least 50% of the total marks to meet the minimum examination requirement.

MSO Limited Exam Structure

The Limited Examination's first paper covers language ability together with knowledge relevant to the duties of Management Service Officers. It includes areas such as comprehension, writing, summarising, grammar, office documents and basic office administration procedures.

The Aptitude paper evaluates numerical ability, reasoning ability and general intelligence. Candidates must obtain the applicable minimum marks stated in the Gazette.

Application Opening & Closing Date

The examination is expected to be conducted in December 2026. Candidates are advised to submit applications well before the closing time instead of waiting until the last day.
